libprocps3-dev software package provides library for accessing process information from /proc, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libprocps3-dev
libprocps3-dev is installed in your system.
Make ensure the libprocps3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libprocps3-dev *
You will get with libprocps3-dev package name, version, architecture and description in a table
